There ought to be two levels of pass interference. One, for flagrant situations, where the defender is obviously just interested in impeding the receiver, should warrant placing the ball at the spot of the foul.

The other, where PI is less clear, and where the defender at least appears to be playing defense correctly and the infraction is more subtle (such as where the receiver stops abruptly and the defender can hardly help but make contact), warrants a 15-yard penalty.
